every agent run attaches to this loopback server, so its
session streams live over HTTP/SSE. The port is not exposed publicly (no security-group or firewall rule
points at it) — reach it with an SSH tunnel from your machine:

while the serve is down, runs silently fall back to private per-run servers —
nothing breaks, only live observation pauses

appended to every run's command line; applies to the next run and survives a restart.
Saved in SQLite, so no SSH and no service restart — clearing the box and saving returns to whatever
.env says. Arguments are passed as an argv array, never through a shell.
